General Information
The Land Use and Building Department supports responsible growth and development in Elmore County. We assist residents with matters related to planning, zoning, building permits, ordinances, and flood control. Our daily work focuses on protecting public health, safety, and welfare through the enforcement of the Elmore County Zoning and Development Ordinance.

Building Inspection Information
Inspections must be scheduled at least one business day in advance, between 8:30 am and 4:30 pm
Same-day inspections are not available.Mountain area inspections (including Atlanta, Pine–Featherville, Prairie, and surrounding areas) are conducted on Tuesdays and Thursdays.
Inspections in the Glenns Ferry, Grand View, King Hill, Hammett, Mountain Home, and Mayfield areas are conducted on Mondays, Wednesdays, and Fridays.

ELMORE COUNTY WILL NEVER ASK FOR PAYMENT VIA WIRE TRANSFER
Following amendments from the 2025 legislative session, changes to Idaho Code Title 42 may affect when a water right is required for domestic wells in certain situations. The most significant updates apply to new groundwater uses connected to subdivision developments.
For domestic wells that are not part of a subdivision, landowners may still use up to 13,000 gallons of groundwater per day and irrigate up to one-half acre of land without a documented water right. Obtaining a formal water right remains optional if a landowner chooses to pursue one.
All new subdivision developments should review Title 42 requirements and consult with the Idaho Department of Water Resources to determine whether a water right will be required for the project.
When submitting an application to the Elmore County Land Use and Building Department, applicants must provide confirmation from IDWR indicating whether a water right is required for the proposed development.
