Elmore County (“County”) is soliciting Statements of Qualifications (“SOQ”) from qualified and properly licensed contractors for the Category B (two-stage) competitive sealed bid process for construction of a new Public Services 2 (“PS2”) building and associated site improvements located at 2340 American Legion Blvd, Mountain Home, Idaho 83647 (“Project”). 

This solicitation is the Stage 1 – Prequalification stage of a Design–Bid–Build (DBB) procurement conducted pursuant to Idaho Code § 67-2805(2)(b) (Category B) and does not request pricing. 

In Category B, competitive bidding is open only to licensed public works contractors after meeting preliminary supplemental qualifications established by the County, and the process consists of two (2) stages: (1) prequalification; then (2) bidding, where bid prices are accepted only from prequalified contractors. Stage 2 Invitation to Bid (ITB) will be issued to prequalified primes at least 14 days before bid opening.
