Prison Rape Elimination Act (PREA)
In accordance with the National PREA (Prison Rape Elimination Act) Standards, the Elmore County Detention Center has a zero tolerance policy against sexual abuse and sexual harassment. Sexual abuse includes any kind of sexual contact, regardless of whether the other party agreed to the contact or not.
Our zero tolerance policy also includes the prohibition of sexual harassment. Sexual harassment is defined as repeated and unwelcome sexual advances, requests for sexual favors, or verbal comments, gestures, or actions of a derogatory or offensive sexual nature. Our policy prohibits staff, inmates, and other adults in the facility from doing any of these things at all times.
What to do if your family member or friend tells you they have been sexually assaulted while in custody:
The Elmore County Detention Center will ensure that an investigation is completed for all allegations of sexual abuse and sexual harassment. The Elmore County Detention Center will ensure that allegations of sexual abuse or sexual harassment are referred for investigation to an agency with the legal authority to conduct criminal investigations unless the allegation does not involve potentially criminal behavior.

VINE – Victim Information and Notification Everyday. The Idaho VINE system is a service which victims of crime can use the telephone or internet to search for information regarding the custody status of their offender and to register to receive telephone or email notification when the offender’s custody status changes. The VINE toll-free number for the Idaho VINE system is 1-866-984-6343. This service is provided to assist Victims of Crime who have a right to know about their offender’s custody status. Visiting
All personal visits are subject to monitoring and recording.
Onsite and remote video visitation are available. In order to schedule an onsite or remote video visit, you must first create a visitation account. There are 3 ways to create an account.
You may:
1. Use the kiosk in the lobby of the jail
2. Go to www.gettingout.com or
3. Call 1-866-516-0115.
Once your account is set up, you may schedule a visit. Although not required, it is recommended you schedule your visit at least 24 hours in advance so the inmate will have the opportunity to accept the visit.
Inmates will receive 2 free, on-site visits per week. Visitors may suggest using a free visit but it must be accepted by the inmate in order for the visit to be free.

Any violations of the visitation rules may result in immediate termination of the visit and temporary suspension of the visitation privilege.
Gifts to Inmates
Inmates incarcerated in the Elmore County Jail are unable to receive gifts directly from friends and family. If you would like to deposit money into the inmate’s account, you may do so by:
1. Using the kiosk in the lobby of the jail
2. Using www.gettingout.com or
3. By calling 1-866-516-0115.
Inmates can use the money deposited into their account to purchase snacks, hygiene and stationary items.
Inmates can receive paperback books and magazines through a publisher or retail outlet only. If books or magazines are purchased for an inmate, they must be mailed directly to the jail from the distributer.

Mail that violates any of the above rules will be returned to sender.
Bonding Information
If you would like to post a bond for an inmate, you may either contact a bond agent or pay the bond in cash. If you choose to contact a bond agent, they will discuss their requirements and fees with you personally. If you choose to post a cash bond, you must have the entire amount of the bond in exact change.
A $10 Sheriff’s Bond fee is attached to each bond. This must be paid separate from the bond and must be exact change.
The Detention staff does not keep change to break bonds or the Sheriff’s fee.
If you choose to post a cash bond for an inmate, this does not resolve the charges or fines against them. The cash bond is merely collateral (or a guarantee) that the inmate will appear in court on the date and time given to him/her by the releasing officer. In the event the inmate fails to appear in court as ordered, your cash bond will be forfeited and an arrest warrant will be issued for the inmate.
Once the case is resolved in court, the cash bond that you posted may be taken and applied as payment for all costs incurred and fines imposed. Idaho Code Sec. 19-2923 authorizes the court to take the cash bond posted by either the inmate or someone on their behalf, and apply that money towards fines and costs incurred as a result of the criminal case filed against the inmate.
Inmate Release
When detention staff receives paperwork for a posted bond and/or an order for release from the court, staff will start processing the inmate for release. Releasing an inmate can take a considerable amount of time. All released inmates will be directed to meet their bonding party in the jail lobby.
Property Pick Up
Inmates can release their personal property to family and friends. The inmate must fill out a property release form prior to the release of the property. Their property can only be released to the person listed on the form. Deputies will not release the property to you without positive identification.
Inmates cannot receive property while they are incarcerated. The jail will accept current medications or prescription glasses.
Work Release
To be eligible for work release, the court must allow the individual the option of participating in the work release program. Work release is only authorized to individuals who are currently employed. Being released to look for a job is not authorized.
At the discretion of the Elmore County Detention Center, the individual may be released from jail each working day, if approved by the Jail Commander, to go out to work and will be expected to report back to jail at the end of the work day.
Sheriff Inmate Labor Detail Program (SILD)
The Sheriff Inmate Labor Detail (SILD) Program allows a person sentenced for a crime to serve their sentence on a work crew rather than being incarcerated in the jail. The individual will be supervised by a Deputy and perform work as assigned during the day and then will be released to go home to return on their next scheduled SILD day.
