COMMISSIONERS MINUTES April 14, 2008
The Elmore County Commissioners met in regular session on
the above date in the Commissioners Room, basement of the Elmore County
Courthouse, 150 South 4th East, Mountain Home, Idaho.
Present at the meeting were Chairman Arlie Shaw, Commissioners Larry Rose and
Connie Cruser. Also present was Deputy Clerk Barbara Steele and Dave Pursell,
candidate for Commissioner District One.
Motion by Shaw, second by Rose to approve the Ambulance District expenses in the
amount of $32,425.05.

Chairman Shaw read the Certificates of Residency into the record: Rachel C.
Anchustegui, Lorena Arredondo, Emily Michelle Cook, and Juan P. Nolasco. Motion
by Rose, second by Cruser, to approve the Certificates of Residency as read.

Chairman Shaw read the tax cancellations into the record: No. 922 Kristen Smith
$67.78 and No. 923 D&D Drywall $19.08. Motion by Cruser, second by Shaw, to
approve the tax cancellations as read in the amount of $86.86.

amount of $373,121.39.

The letter received from Dell M. Mangum regarding a wagon trail that will be
traveling through Elmore County this July was discussed. Mr. Mangum is
requesting County Representatives sign a letter acknowledging the wagon train,
and to notify the Fire Department, Ambulance Service, and Law Enforcement
Agencies. Motion to sign the letter by Shaw, second Rose, and forward a copy of
the letter to the above agencies.

Civil Attorney Richard Roats joined the meeting.
The creation of a Mosquito Abatement District and the Fair Grounds motocross
racing were briefly discussed.
At 10:00 a.m. a Health and Welfare, Mental Health Meeting was held. Gina
Westcott, Program Manager, Health and Welfare/Mental Health Program Services
introduced Larry Bradley, Childrens Mental Health, Landis Rossi, Regional
Director, ElaGrace Lyerla, Adult Mental Health, Joe Brunson, Clinical
Supervisor, and Ruth Vonk, Childrens Mental Health/Chief of Social Work. Ms.
Westcott spoke in depth to the group of the programs that are being offered to
the Community. Representatives from the City of Mountain Home, Mayor Tom Rist,
Mountain Home City Police Chief John Walters, Randy Robinson, City of Mountain
Home Police Dept. were present. Nick Schilz, Chief Deputy/Elmore County
Sheriff’s Office, Debra Mills, Elmore Medical Center, Monica Halliday, Elmore
County Juvenile Probation, and Jennifer Crogg, Elmore County Adult Probation,
were also in attendance. Ms. Vonk spoke regarding Childrens Mental Health
issues. Mr. Bradley spoke about Juvenile mental health issues and bullying in
our schools. Clinic statistics were reviewed. Ms. Lyerla gave a brief overview
of her position with Health and Welfare, and how that affected our Community.
Ms. Westcott asked if anyone had any questions. Chairman Shaw asked about the
mental holds for both the City of Mountain Home and Elmore County. Discussion
followed on mental holds. Finding beds (space) for mental holds is an issue. A
short break was taken. The meeting continued. Judge David Epis, Elmore County
Prosecutor Kristina Schindele and Lee Fisher, Deputy Prosecuting Attorney joined
the meeting. Further discussion followed on specialty courts. Treating Elmore
County residents was discussed and how to integrate the treatment to Ada County
where there are more options. Ms. Mills, representing Elmore Medical Center,
stated the hospital would like to have a process for mental holds as space is an
issue. Commissioner Cruser was enthusiastic that Health and Welfare was
interested in helping Elmore County. The Commissioners thanked those in
attendance.

Executive Session pursuant to I.C. 67-2345(d) to meet with Social Services
Director Marianne Bate. Roll call vote was taken.

K-01-08-08 Motion by Rose, second by Cruser, to dismiss as the only vendor to
appeal withdrew.

Rose Plympton, Treasurer, appeared for the Tax Deed Hearing. Treasurer Plympton
presented the Commissioners with the properties that were delinquent for 2004.
Motion by Rose, second by Shaw, to take tax deed on the two parcels that have
2004 delinquent tax due, parcel numbers RPB0099019023BA, Mark Simons, N 55’ Lots
23 and 24, Block 19, North Addition to Glenns Ferry and RPB0071007001CA Mark and
Connie Simons, Tax 79 in Lot 1, Block 7, Hartman Addition Garfield.

the Senior Citizens voucher. Total expenses $427,646.39.

Agreement between Elmore County and Qwest, adding Phase 1 and Phase 2 to our
enhanced 911 system.

Motion by Shaw, second by Rose, to accept the proposal from the City of Mountain
Home to separate the Qwest syntax phone system between Elmore County and the
City of Mountain Home in order to simplify billing and save on costs. The
estimated cost of the separation is $4,000.00 which the City and County will
split.

At 3:00 p.m. the Commissioners met with Bonnie Sharp, Growth and Development
Director, Nick Nettleton, Planning and Zoning Commission Chairman, Phil Miller,
Attorney for the Planning and Zoning Commission and the Growth and Development
Department, and Prosecutor Kristina Schindele. Fees, land uses and Conditional
Use Permits regarding Nuclear Power Plants were discussed.
Adopting the International Building Code was discussed and Attorney Roats stated
he would send the Ordinance to Deputy Clerk Steele for the next meeting for the
Commissioners to review and set a public hearing date. Hiring an Economist,
Qualified Planner, Traffic Consultant, etc. for the proposed Planned Communities
was discussed. Prosecutor Schindele is working on the individual contracts.
The Area of Impact was discussed. Prosecutor Schindele stated the boundaries
have been negotiated between the City and the County and now the Ordinance that
will be used for rules of development in the Area of Impact needs to be
negotiated.
Bonnie Sharp, Growth & Development Director, appeared before the Board to inform
the Commissioners that two of her employees have finished their probation
periods. Ms Sharp would like to re-establish the Planner 2 position for one of
the employees and move the other employee to Step 8 Grade 1. The request will be
tabled to the next meeting to check budget figures.
The public portion of the meeting was held at 4:30 p.m. No public appeared.
