COMMISSIONER MINUTES                                   DECEMBER 4, 2006

 

The Elmore County Commissioners met in regular session on the above date in the Commissioners Room, basement of the Elmore County Courthouse, 150 South 4th East, Mountain Home, Idaho

 

Present at the meeting were Chairperson Mary Egusquiza, Commissioners Larry Rose and Connie Cruser.  Also present were Clerk Merrilee Hiler, Commissioner elect Arlie Shaw and Clerk elect Marsa Grimmett.

 

Motion to approve the November 20, 2006 minutes with corrections, second by Cruser.

Chairperson Egusquiza asked Clerk Hiler if we had received the inventory of the ambulances and their locations.  Clerk Hiler had not received that information.

 

Bonnie Sharp and Lori Kane from Growth and Development appeared for the presentation of the Dave Spencer Letter of Information.  Chairperson Egusquiza asked if we had received approval from the Glenns Ferry Highway District.  Ms. Sharp stated initially the Glenns Ferry Highway District had refused to allow him to come out on the roadway at South 18th East; however he currently has a private exit driveway that he will be allowed to use.  The Glenns Ferry Highway District will not allow any other future exit driveways of this nature.

 

Motion by Egusquiza to accept a 4 lot Letter of Information for Dave Spencer, second by Rose. Discussion followed in regard to the in home sprinkler system requirement which Mr. Spencer had objected to.  Ms. Sharp stated there was nothing in the file from the King Hill Rural Fire District so she did not believe the property was in the Fire District.

 

Chairperson Egusquiza tabled her motion until the sprinkler issue was resolved.  Commissioner Rose withdrew his second.

 

The Commissioners reviewed the King Hill Rural Fire Protection District Fire Protection Resolution for subdivisions.

 

Chairperson Egusquiza reopened the motion to accept the 4 lot Letter of Information for Dave Spencer with no conditions for approval, second by Rose.

Commissioner Cruser stated at the newly elected officials training she and Arlie Shaw had attended, Jim McNault had emphasized the importance of County Commissioners not attending Planning and Zoning meetings.  Mr. Shaw confirmed the information.

 

The Commissioners advised Ms. Sharp to not send letters regarding the medium sized CAFO’s as it had been published twice in the newspaper.

 

Chairperson Egusquiza called Chief Deputy Nick Schilz and Jail Commander Lynn McCallum to come to the meeting to review the proposed food contract offered by ABL Management, Inc., for food service at the new jail.

 

Neither party had previously seen the proposed contract.  Chief Deputy Schilz thought adequate on page 1, 2.A. needs to be clearly defined.  Otherwise he stated the contract was pretty thorough.  Deputy McCallum stated the County currently has some equipment but we would need to be sure it would be adequate for the Contractors.

 

Discussion followed regarding the chain of command if there was an issue, whether the County would pay for Jailer meals, if 1099’s would need to be issued if food was a benefit, an 8 or 10 hour work day for jailers, law enforcement clothing allowances, and County payment of law enforcement home phones.  Deputy Schilz will get with Sheriff Layher today to bring up these concerns.  Sheriff Layher was at a Sheriff’s Association meeting and was to meet with Walt Fleming, one of Elmore County’s advisors on Policy and Procedures for the new jail facility.

 

The Commissioners asked Nick Schilz as the Disaster Services Director, if he had received the correspondence from the Department of the Army regarding the inspection of the Ballantyne and Pine Bridge Flood Control Projects on the South Fork Boise River.  The letter indicates the Ballantyne Project is ineligible for Corps rehabilitation assistance and the Pine Bridge Project is to be dropped from their inspection process.  Nick stated that he had requested a bid from John McCoy for gravel for the old levy.  Chairperson Egusquiza asked if the County would have to apply for new permits.  Nick stated that we would and that we might be able to apply for a whole new project.  The Pine Bridge is low on the list of Highway District bridges to be replaced.  Further discussion followed on the Atlanta road and the requirements for law enforcement to cover remote areas.

 

Nick asked if forming a Mosquito Abatement District was being pursued by private individuals. Clerk Hiler asked if a bill had been submitted to the State for reimbursement for the mosquito spraying done last fall.  Nick stated the final information needed to complete the request was for personnel.

 

McCallum asked if Dr. Keller had been contacted regarding a medical contract for the new jail facility.  Commissioner Cruser stated he had not and that a proposal had also been submitted by Dr. Koelch.

 

The Commissioners reviewed a request from telephone company ANC requesting consideration in a different payment schedule for E911.  The Commissioners decided to leave the payment structure the same.

 

Commissioner Cruser called Allan Kiester in regard to the Pine Ambulance.  Mr. Kiester indicated there were five people interested in taking an EMT class.  Since they do not have any funds, he wanted to know if the County could help with paying for the classes.  Commissioner Rose thought they might be able to pay for half.  Commissioner Cruser will find out if the five interested parties are living in Elmore County and the cost of the program.

 

The Commissioners and Commissioner Elect Arlie Shaw had a general discussion of the Water Resources meeting they had attended in Boise. Commissioner Rose will contact County Attorney Schindele to formulate a letter to the Governor expressing the Commissioners concerns regarding the water issues in Elmore County and the frustration caused by the lack of direction from the Department of Water Resources.

Regular session resumed after lunch.  There was no indigent.  Correspondence was reviewed.

Back on Record after executive session no decision having been made.

 

Elmore County Treasurer Rose Plympton requested the Special Deputies account and any accounts receiving revenue intended for the County not previously accounted for be formally audited to ensure that Elmore County is in compliance with Idaho Code.

 

Monica Halliday, Juvenile Probation Director, Bev Ashton, our Juvenile District Liaison, and Brent Renke, State Director for the Department of Juvenile Corrections presented a proposal to have Elmore County be a pilot program for the State to evaluate juvenile probation programs and develop programs that are research based.  Judge David Epis joined the discussion.  Dr. Ed Latessa from Cincinnati, Ohio as well as other outside participants will be working on this project as a team approach.  Results should be available in 6-7 months.  Everyone agreed this would be a good program to participate in.  A time line and funding program will be developed by Mr. Renke so the pilot program can begin.  Mr. Renke also inquired about Three Springs because the State will be reviewing their bid submitted to the State.

 

Jody Soboslai introduced Troop 98 who had come to observe how County Government works.  The Commissioners explained to them what services the County was responsible for providing.

 

Motion to vacate the December 26, 2006 and January 2, 2007 Elmore County Commissioner meetings by Egusquiza, second by Cruser.

The first meeting in 2007 will be on January 8th.

 

Clerk Hiler state her last Commissioner meeting will be on December 11, 2006 as she is going on vacation.
