COMMISSIONERS MINUTES FEBRUARY 6, 2006
The Elmore County Commissioners met in regular session on the above date in the basement of the Elmore County Courthouse, 150 South 4th East, Mountain Home, Idaho 83647.
Present at the meeting were Chairperson Mary Egusquiza and Commissioners Larry Rose and Connie Cruser. Also present at the meeting was Deputy Clerk Barb Steele.
Motion by Egusquiza, second by Cruser, to go into Executive Session pursuant to I.C. 67-2345(d) to meet with Social Services Director Marianne Bate.

No action was taken as result of the Executive session and regular session resumed.

Commissioner Egusquiza asked Deputy Clerk Steele to make sure letters were sent on the recent Board appointments, Debra Hammers to the Fair Board, Nick Nettleton to the Planning and Zoning Commission, and Mary Smith to the Board of Guardians. Also to start sending out thank you letters to those who have served on the various Boards.
Old Business was discussed regarding the Glenns Ferry Health Care easement. Deputy Clerk Steele was instructed to phone Attorney Phil Miller and schedule him for the next commissioner meeting for a report on the matter.
The Commissioners talked briefly about having an article published in the paper, perhaps every two weeks, to keep the County residents informed on County news.
Insurance for the vehicles at the Senior Citizens Center was discussed. Deputy Clerk Steele was asked to have Clerk Best check with ICRMP to see if the insurance rate could be reduced if the drivers of the vehicles took driving courses.
Correspondence received by mail was reviewed.
The Confined Animal Feeding Ordinance workshop started.
Commissioner Cruser was checking on insurance companies that would provide a bond for the dairies. The several places she checked did not issue bonds. Commissioner Rose asked about bonding for swine or poultry and Commissioner Cruser replied she couldn’t find anyone that would bond for swine or poultry either. She still had a few phone calls that had not been returned and she stated she would like to wait until the next meeting to discuss the bonding. Also the Commissioners were attending the Idaho Association of Counties meeting this week and possibly dairy issues would be discussed.
Discussion followed with the members of the audience, Dave Bergh, Ron Parks, and Arlie Shaw.
Chairperson Egusquiza explained that if the County had to take tax deed on a dairy the County would be responsible for any cleanup. Commissioner Cruser explained that she was just trying to keep everyone safe by pursuing a bond.
After the next meeting if the CAFO Ordinance is finished a publication will be put in the paper stating on February 27, 2006 the last CAFO work shop will be held to finalize the Ordinance before the public hearing is held.
A brief discussion followed on correspondence received from The Department of Environmental Quality. The correspondence reviewed were minutes from a negotiated rule making dairy permitting meeting.
Chairman Egusquiza stated that Joe Twitchell brought in some information for the Commissioners to review regarding the NRCS (Natural Resource Conservation Service of the United States Department of Agriculture). He is currently attending a meeting in Washington D.C.
Dave Bergh from the audience asked about the wind power ordinance. The Commissioners replied that will be the next project after the CAFO Ordinance is done.
The public portion of the meeting was held. Ron Parks in the audience asked about putting our ordinances on our website. Discussion followed and the issue will be put on the next agenda.
